What is the National School Resourcing Board?

Following the successful passage through the Parliament of the Australian Government’s Australian Education Amendment Bill 2017 in June 2017, the Australian Education Act (the Act) was amended to require the establishment of a Board to undertake independent reviews of elements of the school funding model and to ensure states, territories and other approved authorities comply with their obligations under the Act.

The Act sets out requirements for the membership of the Board, with six to nine members and nominations drawn from the Education Council, the Independent Schools Council of Australia and the National Catholic Education Commission.

The Board will report to the Australian Government Minister for Education and Training and is required to provide reports to the Education Council and the national non-government sector representative bodies, prior to being tabled in the Australian parliament.

On 1 November 2017 the Minister for Education and Training, Senator the Hon Simon Birmingham, announced the membership of the National School Resourcing Board:

The National School Resourcing Board held its inaugural meeting on 6 – 7 November 2017 at the Department of Education and Training in Canberra.

SES Score review

The first priority of the Board will be to review the Socio-Economic Status (SES) score methodology and the current capacity to contribute arrangements for non-government schools.

SES scores use ABS data to determine a school community’s “capacity to contribute” assessment, which is used to determine the Commonwealth’s recurrent funding contribution for non-government schools.

The Board’s review of the SES score methodology is due to be completed by the end of June 2018.

Under current arrangements, some systemic schools have their SES score determined at the system level. Under the Australian Education Act  2013 as amended, the ‘system weighted average’ SES score will be removed from 2018 meaning all SES scores will be applied at the individual school level even if a school is part of a system. Systems will retain the ability to redistribute funding.

However, the Government has committed to extend the current funding Catholic and other non-government system schools receive using system-weighted average SES scores for 2018.


The Board’s second review will focus on the loading which delivers additional funding for students with disability.
